International Campaigns & Elections, Inc. Launches on Election Day 2006
Will Acquire 21st Century Campaigns LLC from NextEra Media LLC

(Chicago and New York, November 7, 2006) -- International Campaigns & Elections, Inc. (ICE) was formed today by two former Navigant Consulting (NYSE: NCI) senior management colleagues, Stephen Denari and Charles Demirjian, both of Chicago.  Denari, former head of Navigant’s M&A endeavors, will serve as CEO of the new company; Demirjian, former General Counsel at Navigant, will be president of ICE. 

During their tenure of less than three years at Navigant, Denari and Demirjian succeeded in acquiring some two dozen management consulting firms, thrusting Navigant into the ranks of Kennedy Information’s GLOBAL 50™ Consulting Firms, as well as receiving the award for the fastest growing among that group.  Now, via ICE and its upcoming acquisition of 21st Century Campaigns, the duo asserts they will use the same methodologies to consolidate the political consulting sector. 

In a simultaneous announcement, Jaffer Ali, CEO of NextEra Media (www.NextEraMedia.com) confirmed that it has reached an agreement to sell its wholly owned subsidiary, 21st Century Campaigns LLC to ICE for an undisclosed amount.  Ali stated, “We formed 21st Century at the beginning of 2004 to hold the National Matched Data Base™ (NMDB) and preserve it for strictly CAN-SPAM exempt uses, such as political campaigns or advocacy organizations.  At over 50 million email records in the US, we believe it is the largest dedicated database of its kind in existence.” 

Separately, Ali said that NextEra Media would use the majority of the proceeds of the 21st Century sale to ICE to vastly expand the fully licensed video content and audience reach of its EVTV1 Video Portal site (www.evtv1.com), which is an exhibitor this week at AD:Tech in New York City.  Other uses might be for the acquisition of additional video portal sites.

Denari, who has served as the CEO of 21st Century Campaigns since its formation noted, “Three things became clear to me as we tested the NMDB around the country through both the 2004 and 2006 election cycles.  First, that the power of ‘online political media’ will grow from miniscule in 2004 to massive by the 2008 elections;  second, that the ‘cottage industry model’ of political consulting was in the exact same position as were the majority of the management consulting firms we acquired a decade ago;  and third, that a publicly traded platform company was the best vehicle to initiate such a consolidation.” 

Coincidently, Denari made his statements from New York City as well, where he is attending The PIPEs Conference 2006 annual hedge fund convention, acknowledging that he will be involved in several meetings over this week with hedge funds who have expressed an interest in an investment opportunity in the newly launched company. 

Back in Chicago, new ICE president Demirjian confirmed Denari’s view on being a public company, “This launch has been three years in the making, and our plan is that ICE will become a publicly traded company in the first quarter of 2007.  We expect to close on the 21st Century Campaigns purchase in December 2006, and we have had dozens of discussions with potential political consulting firm acquisition candidates who are excited about this launch and a new, alternative capital model for the sector.” 

Both men said they expected that announcements would be forthcoming shortly about other Navigant Consulting alumni who would be joining the ICE organization, as well as some new, but well known names.  Denari ended saying, “It feels like The Blues Brothers movie, and we are ‘putting the band back together.’”
